Before incarceration, Charles E. Hall Sr. was a successful mortgage banker and real estate investor with more than 30 years in the industry. He never saw himself as a teacher. He never planned to be one.

In 2006, he received a 24-year federal sentence. He did not wait for release to begin building. He earned his Blackstone paralegal degree — driven by a need to understand law: God's law, criminal law, and civil law. When other inmates saw what he had achieved, they came to him with their cases. He read their paperwork. And what he found changed everything.

Under Federal Sentencing Guideline § 3553 — which governs the factors a court must consider at sentencing, including the history and characteristics of the defendant — he read childhood stories that were horrific. He began studying psychology and recognized that the majority of incarcerated individuals across America suffer from maladaptive behavior patterns that were never named, never treated, and never presented to a judge. In many cases, their own attorneys had failed to raise those factors at all.

That realization — that the system was processing people without ever understanding them — became the foundation of everything Charles built inside. He stopped seeing himself as separate from the men around him. He started walking in their shoes. Once he felt their pain and suffering, he could no longer stay silent. He mentored more than 300 men across facilities throughout the country.

In 2020, Professor Erica Hashimoto and students of Georgetown Law's Appellate Litigation Clinic filed a memorandum arguing he should be sentenced to time already served. The judge agreed — holding a videoconference hearing and sentencing him to time served. The decision made headlines in the National Law Journal. He was released and home the following day.

At Professor Hashimoto's invitation, he made a surprise appearance to her graduating class of 2020 — the same students who had fought for his freedom.

No. The first cohort is designed for adults. Any future youth programming will be developed separately, with written safeguarding procedures, appropriate screening, guardian consent, trained supervision, and clear separation of age-inappropriate activities.

The Maryland pilot is designed as a documented, replicable model. Once outcomes are measured and verified, the framework — curriculum, partner structure, evaluation tools and operating procedures — will be packaged for replication in other states. National partners, funders and community organizations can engage now to be part of that expansion.

Phoenix is actively pursuing fiscal sponsorship and 501(c)(3) status. Until a compliant giving channel is established, the best way to support the initiative is to reach out directly via the contact form or by email. Founding supporters who express interest now will be the first notified when a formal giving mechanism is in place.

Built to raise money responsibly — and perform.

Phoenix is a proposed initiative in development. Partnerships, credentials, worksites, employment opportunities and outcomes are not guaranteed and remain subject to funding, capacity, participant eligibility and final agreements. The operating plan anticipates reasonable, disclosed compensation for program leadership and independent safeguards governing any transaction involving a founder-affiliated business.
